Guangyang Primary School was originally founded in 1918 as Kong Yiong School by a group of Chinese education enthusiasts, initially offering Chinese as the first language. The school temporarily closed during the Second World War and reopened in September 1945. In 1959, it expanded to include secondary classes and was renamed Kong Yiong High School. The primary and secondary sections separated in 1984, with the primary school becoming a government institution in 1986. It was officially renamed Guangyang Primary School (光洋小学) in 1988. The school relocated to its premises at 6 Bishan Street 12 in 1993. In 2011, it underwent upgrades under the Programme for Rebuilding and Improving Existing Schools (PRIME).

The school celebrated its 100th anniversary in 2018, the same year it was awarded the Learning for Life Programme (LLP) in Music and Performing Arts, focusing on talent and character development. This initiative emphasized holistic education, nurturing students’ artistic skills alongside values like integrity, kindness, innovation, and resilience.

In April 2021, the Ministry of Education (MOE) announced the merger of Guangyang Primary School with Townsville Primary School, effective from 2023, due to declining birth rates, changing demographics in housing estates, and falling student enrolment. The decision considered upcoming housing developments like 2,000 Build-To-Order (BTO) flats in Bishan but proceeded as Townsville’s site offered better student catchment and infrastructure, including a larger area with its own school field. The merged school retained the English name Townsville Primary School and the Chinese name from Guangyang (光洋小学), operating at the former Townsville location on Ang Mo Kio Avenue 10. This merger aimed to provide students with enhanced educational experiences, broader programs, and co-curricular activities while preserving the heritage of both schools through documentation in a dedicated heritage space.
