Primary 4 introduces fraction as part of a set — a fraction of a group of objects rather than of a single whole.
What fraction of a set actually asks of a Primary 4 student
This is a bigger step than it looks. For three years a fraction has meant a piece of a shape. Now three quarters of twelve marbles means nine marbles, and the “whole” is a collection rather than an object.
The mechanics are division followed by multiplication: divide by the denominator to find one part, multiply by the numerator to find the rest. Children who understand that sequence can handle any question in the topic.
It is also the direct ancestor of percentage and ratio work in Primary 5 and 6, where the whole is almost always a quantity rather than a shape.
What the syllabus covers
Under the MOE primary mathematics syllabus, fraction of a set at Primary 4 covers:

Multiplying by the denominator instead of dividing, which produces an answer larger than the original set.
Finding one part and stopping, so 3/4 of 12 is answered as 3 rather than 9.
Answers that are not whole objects. Marbles do not come in quarters, and an answer of 4.5 children signals a wrong method rather than an unusual class.
How to practise this properly
Use physical objects and share them into the number of groups given by the denominator. The method becomes obvious rather than remembered.
Say it as two steps every time: “divide by four to get one quarter, multiply by three to get three quarters.”
Sanity-check the size of the answer. Three quarters of something must be less than the whole and more than half of it.
Practise with sets that do not divide neatly to see how questions are constructed — the numbers are always chosen so the answer works out.
What this leads to
Percentage at Primary 5 is the same operation with a denominator of 100, and ratio at Primary 6 divides quantities in exactly this way.
