What mixed numbers and improper fractions actually asks of a Primary 4 student
Until now every fraction has been part of one whole. Improper fractions break that: 7/4 is more than a whole, and the notation no longer matches the mental picture of a shape cut into pieces.
A mixed number is the same quantity written differently — one whole and three quarters — and converting between the two forms is the entire skill.
Children who never build the picture end up with two conversion rules to memorise in opposite directions, which is exactly the kind of memorised procedure that fails under pressure.

How to practise this properly
Draw it. Seven quarters as two shapes, one full and one with three quarters shaded, makes both forms obviously the same quantity.
Say the conversion as a sentence: “how many whole ones fit, and what is left over?” That phrasing is the division, without the rule.
Check by converting back. If the answer returns to the starting fraction, the conversion was right.
Practise both directions in the same session, because fluency one way does not transfer to the other.
Put mixed numbers on a number line between the whole numbers they sit between. Placing 7/4 between 1 and 2 makes the size of the quantity concrete, and it prevents the common belief that an improper fraction is somehow a mistake to be corrected rather than a legitimate way of writing a number.
What this leads to
Primary 5 does all four operations with fractions, and mixed numbers appear throughout. Being able to move between the forms quickly is assumed there.
It is also why a difficulty in one year is so often a leftover from an earlier one. Because our curriculum spans Primary 1 through Primary 6, we can go back to the genuine cause rather than treating the symptom in front of us. A child struggling with Primary 5 fractions frequently has a Primary 3 equivalence problem, and no amount of Primary 5 practice will resolve it.
