What multiplication and division actually asks of a Primary 1 student
Parents often assume Primary 1 means times tables. It does not. The syllabus asks for the concepts — multiplication as equal groups, division as sharing or grouping — with multiplying kept within 40 and dividing within 20.
That ordering is deliberate and worth respecting. A child who is drilled on tables before understanding what multiplication represents will recite 6 × 4 = 24 fluently and then be unable to tell you whether a word problem needs multiplication or division.
What the syllabus covers
Under the MOE primary mathematics syllabus, multiplication and division at Primary 1 covers:
- concepts of multiplication and division
- use of ×
- multiplying within 40
- dividing within 20
Where the marks actually go
The recurring error is choosing the wrong operation in a word problem. Children who have only met multiplication as a symbol between two numbers have nothing to reason with when a question describes four bags with five sweets in each.
Division is understood in two different ways — sharing between a number of people, and grouping into portions of a fixed size — and questions use both. A child who has only met one reading will stall on the other.
Some children lose marks simply by not knowing that the answer to a division question can be checked by multiplying. That check costs seconds and catches most slips.
How to practise this properly
Use objects and arrangements before symbols. Four rows of five is a picture a child can reason about; 4 × 5 is a fact they can only recall or fail to recall.
Alternate between the two meanings of division deliberately: “share twelve between three” and “how many threes in twelve”. Same calculation, different question, and children need both.
Practise writing the matching multiplication for each division, and vice versa. The same reversibility habit from addition and subtraction applies here, and it pays off for years.
What this leads to
Primary 2 introduces the tables of 2, 3, 4, 5 and 10 and the ÷ symbol formally. Those are much easier to learn when the underlying idea is already secure, which is the whole point of keeping Primary 1 conceptual.

Frequently asked questions
Should my child learn times tables in Primary 1?
The syllabus does not require them until Primary 2. Informal familiarity through counting in twos, fives and tens is helpful; formal drilling before the concept is understood tends to produce recall without reasoning.
Why does the syllabus limit multiplying to within 40?
It keeps the numbers small enough that a child can still verify an answer by counting or drawing. That verification is what builds confidence in the concept.
My child confuses multiplication and division in word problems. What helps?
Ask what is known and what is missing before touching numbers. If the size of each group is known and the total is not, it is multiplication; if the total is known and the group size or number of groups is missing, it is division.
Is the × symbol taught before ÷?
Yes. The × symbol is introduced at Primary 1 and ÷ at Primary 2, although the idea of division is met at Primary 1 through sharing and grouping.
