What picture graphs actually asks of a Primary 1 student
This is a reading topic disguised as a mathematics topic. The arithmetic is trivial; the difficulty is working out what the question is asking of a diagram.
It is also the first time a child has to extract a number from something that is not written as a number. That skill runs all the way through to bar graphs, line graphs, pie charts and eventually statistics at secondary level.

Miscounting the pictures is common and entirely avoidable — children count without marking off what they have already counted.
Comparison questions (“how many more”) are answered with one of the two totals rather than the difference. The child has read the graph correctly and then answered a different question.
Answers are given as bare numbers when the question asks about a category, so the response does not actually say anything.
How to practise this properly
Have your child point at each picture as they count it. Marking with a pencil is better still. It looks fussy and it eliminates most of the errors at this level.
Before answering, ask what the question wants: a total, a difference, or a comparison. Most lost marks here are comprehension rather than counting.
Make graphs from things at home — how many of each colour, how many of each kind. Building one makes reading one much easier.
What this leads to
Primary 2 adds scales, so one picture may represent more than one item, and that is a genuine conceptual step. Primary 3 moves to bar graphs and Primary 4 to tables, line graphs and pie charts.
Almost every primary topic is scaffolding for a later one, and the scaffolding is invisible until it gives way. That is why our curriculum is written across all six years, Primary 1 to Primary 6, rather than level by level — it lets us see the whole structure a child is standing on, not just the step they are currently on.

Almost always because nothing is being marked off as it is counted. Pointing or crossing out fixes it immediately.

In a way that answers the question asked. If the question names a category, the answer should refer to it rather than being a bare number.
